Greenfield Meadows on Etzler Rd To Go Before Planning Commission

A proposed residential development on 108 acres off Etzler Road across from the Botetourt Sports Complex received the nod for forward movement when the Board of Supervisors met on December 22, 2020.

The Board agreed to allow a request for a change to the county’s Comprehensive Plan’s Future Land Use Map and the Sewer and Water infrastructure maps for the two parcels in question to move on the Planning Commission for its review.

Family Builders, LLC, on behalf of Elizabeth Ann Demaury and Michael and Melinda Amos, asked for permission to move forward with the amendments to allow for an expansion of public sewer and water to their property.

Doing so necessitates an amendment to the Comprehensive Plan’s Water and Sewer infrastructure map. The Planning Commission would hear the request first and hold a public hearing on the matter, followed by a public hearing before the Board of Supervisors.

The Supervisors in July had denied a similar request from the applications. At that time, the applicants put in a request for a Traditional Neighborhood Design (TND) Use District for a proposed development that would have included 175 single-family dwellings, 618 multi-family dwellings, and 70,000 square feet of commercial or retail space.

The new proposal is accompanied by a rezoning request from Agricultural (A-1) to Residential (R-1) for a residential development consisting of 130 single-family dwellings.

Traffic studies for the original TND request indicated the area could not keep up with the traffic. However, the traffic studies did indicate that intersections at Etzler Road and Catawba and Catawba and US 220 could handle another 130 residential dwellings.

“This is not an endorsement of the project,” Amsterdam District Supervisor Steve Clinton said before making a motion to allow the project to move forward. “This is a response to the request to review the text amendment.”
